List public gists

GET/gists/public

Lists every public gist on the instance, regardless of the caller's authentication state. Unlisted and private gists are never returned.

Results are a JSON array; pagination is conveyed via the Link and X-* response headers (see the response headers below).

`since`	`string <date-time>`	Only return gists updated at or after this RFC 3339 timestamp.
